| I’m concerned with the invasive nature of the previous 19 ft. channel design, and would like to look at alternatives. Concerned with the width and depth of the channel, the damage to the trees by new construction. Also we moved to the area because of the natural beauty of the creek. | | This response may be really late. I apologize, your comment seemed to have gotten lost until today.
I hope that you can come to our meeting on October 9th at the City Council chambers. We will have several different options to talk about and another chance for you to express your concerns. Let me know if you can not make the meeting and I will try to get you a comment form to fill out.
Thanks for your input, Trish Hatley |
| Carrollton has a new tree preservation ordinance. Will this effect how you look at the project? | | FNI - It may change the alternatives, but not how we look at the solution. |
| Is the 5' depth of the channel set in stone? What is the design criteria you design to? | | FNI - We don’t know yet, we will know by the time the options are decided. |
| Does the future drainage/development get factored into the design? | | FNI - Yes, the watershed will be analyzed for fully developed upstream conditions. |
| Is there a reason (for the channel) to be wider verses deeper? We hate to lose the trees because of width. | | FNI - FNI will look at the best options to manage the volume of flow along the entire creek. The issue of depth and width is based on the volume of water to be contained in the channel. These options will be further discussed at the next public meeting. |
| If homeowners don’t sign the survey form, how does it work to do the job? | | FNI - Once we decide that we have sufficient data, we will need to proceed with the design phase; however, the more information we have, the more accurate we can be in the design. Through an accurate survey, we will be able to take into consideration the trees and other important features along the creek. We will continue to stress the importance of signing the surveying right-of-entry form at our meetings or do another mail out. Surveyor - The majority of the surveys will occur in and along the creek. We will only need to survey near the house to tie in the property corners. |
| Homeowner - Maybe you should stress the documentation of the trees on the survey form to get a better response. | | We were able to get the surveys completed with the response that we got to the permission letters. Your comment regarding tree locations is a great idea. I hope you can make it to the meeting on October 9th. |
| Homeowner - Can people post questions on the web site? | | FNI - Yes, at clients.freese.com/carrollton |
| How close to the creek are my improvements to be effected? I am concerned about the existing trees and the creek has widened over the years. I am also concerned about the aesthetics and safety. Will the existing trees stay? | | FNI - We would like to preserve as much as possible and will look at the constraints and work around them. |
| What if every tree on the creek gives you shade? | | FNI - We have completed various drainage projects where we have saved the trees. We will need to analyze and categorize every tree along the creek for environmental and permitting purposes. This is why the signing the surveying right-of-entry form is so important. |
| When we moved in 9 years ago, the boys use to jump across the creek. Now it is 15 ft. across. We are worried about the kids and debris. We like the look and worry about the safety of the kids. | | FNI - Water velocities in this creek are conducive to erosion. We can look at check dams, etc. to let the water slow down naturally. |
| How big a factor is property line in design? Is there a big chance of giving property to a neighbor? | | FNI - Property lines will play a factor in determining the proposed alignment of the creek modifications. Other factors include the current alignment of the creek, the environment, existing trees and facilities. I don’t think the channel will be a uniform structure; however, you want the creek design to be as comprehensive as possible. |
| Once approved, how long is the actual construction. We are looking at losing trees to erosion in the near future. | | FNI - It depends on city approval, however they are committed to this project. We estimate six months for the preliminary design, 45 days to 4 months for design, 1-2 months for City council award and 3-6 months to build. |
| Did I hear you say that you could use different designs in different areas? | | FNI - We will provide options for the various circumstances along the creek. In one instance, the walls may be vertical and in another they may be layed back; however, the structural walls will need to have some consistency. The next phase will be to provide the citizens concepts for improvements along the creek. |
| Did you do work like on the other side of Kelly? | | FNI - We have done similar work on walls like Kelly. FNI designed the improvements on Hutton Branch through Country Place golf course. |
| I understand that design is more difficult now to get regulatory approvals. | | It is more difficult along the bottom of the channel that is below the high water mark area; however, we have worked closely with the regulatory agencies and are very familiar with the process to get the necessary approvals. |
| Will the tennis courts drain down the creek? | | City - Yes |
| I have all the phone numbers if needed. Can you call the people for survey entry forms? | | FNI-We were able to complete the survey update with the responses that were received. |

| 1. Enjoyed the visit. 2. It was a great idea to submit an article to TML for publication in Texas Town and City. Good job Gregory Conover! 3. Have we wrapped up discussions with the Corp and scheduled the next public meeting? 4. Please give my regards to Bob Herchert. Gary | 9/29/00 | FNI- The next public meeting is scheduled for Monday, October 9th at the City Council chambers. We will talk to the COE after this meeting. We hope to have clear direction on an approach to the creek improvements coming out of this next meeting. |
