The City of Lancaster secured a federal grant from the Federal Emergency Management Agency (FEMA) to purchase repetitive floodloss properties along Ten Mile Creek in Lancaster. The federal grant is called the Hazard Mitigation Grant Program (HMGP). The Governor's Division of Emergency Management (GDEM) is the State agency responsible for administering the grant. The City of Lancaster retained the services of Freese and Nichols, Inc. to manage this HMGP property acquisition project.

The Lancaster HMGP property acquisition project is completely voluntary. Twelve properties are included as "approved properties" in the grant. The City of Lancaster is seeking approval from FEMA to include an additional 10 "alternate properties" in the event that an approved property chooses not to participate and the benefit-cost ratio is maintained at or above 1.0. The properties that are purchased using the HMGP grant will remain open, green spaces that the City will own and maintain.
