Requests for Proposals (RFP)

Periodically, the Board will issue Requests for Proposals (RFP) to obtain contractors to provide operational, administrative, and special project services as well as office supplies, equipment, office furnishings, and other goods. Requests for Proposals are generally issued for purchases in excess of $25,000.

Individual Referrals

Individual referral is the assignment of individuals to publicly offered (catalog) training courses. The Board contracts with proprietary and public training institutions to provide training in targeted occupations in the Deep East Texas area as defined by the Board.

The Board generally procures goods and services under $25,000 through Requests for Quotes (RFQ).

Training Provider Certification

The Workforce Investment Act (WIA) of 1998 requires training providers to apply to Local Workforce Development Boards for certification to receive WIA funds. Training providers who wish to provide educational and training services to eligible WIA participants must submit an application to the Board for each program/course and for each location they wish to offer the program/course. WIA participants who are determined eligible for training must select an occupation from the targeted occupations list, which is determined by the Board through research of current labor market information specific to the area.

The Statewide List of Certified Training Providers includes all training programs that are currently approved by one or more Boards and certified by the Texas Workforce Commission.

The Board contracts with service providers and vendors to provide operational, administrative, and special services.

Historically Underutilized Businesses

It is the Board's policy to contract, whenever possible, with small and minority owned businesses, women's businesses and enterprises, and labor surplus areas which have historically been under-utilized, disadvantaged organizations (HUBS).

Faith-Based Organizations

In accordance with Governor's Executive Order GWB-96-10, and §2308.303(a)(9), Government Code, a charitable or faith-based organization is eligible to be a subcontractor on the same basis as any other private organization. As a subcontractor such an organization retains control over the definition, development, practice and expression of its charitable or religious beliefs except as provided by federal law.
