In early 2008, The Texas A&M University System on behalf of Tarleton State University engaged the Architectural, Engineering and Planning firm of Freese and Nichols to produce a comprehensive master plan addressing both the Tarleton State University main campus in Stephenville, Texas, and the Tarleton State University Agriculture Center located northeast of Stephenville.
The objective of the master plan is to provide a multi-year (2020) plan for Tarleton State University to address development needs and existing development ideas for the entire campus. The master plan will incoporate analysis of existing conditions, projected needs, current capabilities, and educational goals.
The basic services to be provided in this master plan preparation include the following tasks.

- Analysis Phase
- Implementation Phase
- Plan Refinement and Final Recommendations Phase
